ID cards for employees from external companies / contractors

Anyone who works at CHEMPARK for more than three days a year requires a fee-based Contractor ID card permit for external contractor staff.

There are fixed regulations governing the import and export of materials, tools, equipment and similar items. If the same equipment is regularly brought into CHEMPARK, a free special pass is also required. Otherwise, a tool registration form is sufficient.

Advance registration

To ensure that your ID card can be issued without delay, please ensure that all application forms are completed in full. Please also allow for the standard processing times.

To collect the permit from the permit office, a fixed appointment for collection must be arranged in advance.

If access by vehicle is required, the company can apply in advance for a paid access permit for the company vehicle.

Entrance

The prepared ID card can be collected from the ID card office on the agreed date. To enter the site in a company vehicle, a vehicle-specific access permit is required. Personalised, non-vehicle-specific permits are not available.

A tool registration form is required at check-in for any tools or equipment being brought onto the premises. For regular visits, a free special pass for the equipment can be applied for in advance.

Stay

Safety is the top priority at CHEMPARK. Therefore, the access requirements and safety rules must be carefully noted in advance and observed throughout your entire stay.

The external contractor’s ID card must be worn in a clearly visible position at all times whilst on site.

Exit

Check-out takes place at the gate. Please note: There are strict regulations governing the import and export of materials, tools and equipment. Regular checks are carried out at the gates.

If client-owned property needs to be taken out of CHEMPARK, for example for repair, your client must provide you with a fully completed and signed pass. This also applies to materials that were delivered in advance for your work but have not been fully used. You are not permitted to remove scrap or cable remnants from CHEMPARK without a pass. Please note:
  • Only official CHEMPARK access permits with a serial number are valid. A sample access permit is shown below. We do not accept any other documents – including those bearing your client’s logo and stamp.
  • You must present the pass without being asked before leaving the site.
  • Passes that are only presented during an inspection will be recorded as a breach of the CHEMPARK regulations. In the absence of a pass, we are obliged to report any attempts to remove materials from the site as a property offence.

If you bring your own tools, IT equipment or materials into CHEMPARK, you must declare them before entering. The declaration requirement applies to items with a value of approximately 500 EUR or more per item. Mobile phones do not need to be declared. Registration takes place directly at the gate using a tool registration form (registration/access permit for tools, materials and IT equipment to be brought into CHEMPARK by specialist and external companies). If you are bringing no more than one laptop or tablet, you do not need a tool registration form. It is sufficient to enter the serial number in the relevant field on the check-in form. Please note:
  • The tool registration form must be presented at the gate office upon leaving CHEMPARK without being asked. It is valid only once without the use of plant security seals. If materials are to be brought in or taken out more frequently, the use of a security seal is mandatory.
  • As a general rule, you should carry proof of ownership for items not subject to declaration or declare these before entering the site. Undeclared materials discovered during an inspection will be confiscated by plant security until ownership has been clarified.
  • The person responsible for the contract at the client company within CHEMPARK must approve the application.
  • The person responsible at the reporting external company – that is, the external company intending to deploy the employee – must approve the application.
  • The reporting external company must be registered (form ‘Registration Form for Reporting External Companies’).
  • If the employee belongs to a subcontractor (parent company), their details must also be included in the application.
  • Anyone who is not a national of an EU or Schengen country should expect their residence permit and work permit to be checked. You should therefore always carry both with you.

  • Contractor staff holding a valid contractor ID card are generally not required to complete a check-in form.
  • Check-in forms are only required for one-day assignments and deliveries/collections.
  • Work at weekends, on public holidays and at night must always be notified in advance using the relevant form – even if all external contractors have their own access cards. Each notification is valid for a maximum of one week.
  • If work outside normal working hours is required on a regular basis, an exemption for turnstile access (valid for a maximum of one year) may be applied for.
  • External contractors with their own CHEMPARK access card who regularly carry the same tools or IT equipment with them should apply for a special access card. Listed items no longer need to be declared. This saves time when entering CHEMPARK.
  • To speed up the verification of ownership during exit checks, the listed items can also be fitted with a security seal issued by CHEMPARK Security. To obtain the security seals and document their allocation, a one-off tool registration form must be completed at the gate.
  • If the tools or IT equipment being carried are listed on the special pass application, a security seal is not required. We nevertheless recommend using a security seal. It only takes a little effort to set up and then saves valuable time at every exit checkpoint.

  • The tool registration form can be downloaded and completed in advance.
  • On arrival at the gate, security will issue a security seal for each item listed on the tool registration form and record the seal number.
  • The contractor’s employee then attaches the seals themselves in accordance with the allocation on the tool registration form. A brief check is then carried out at or behind the barrier to ensure the allocation is correct.
  • Site security is obliged to protect the property of the companies at CHEMPARK.
  • Consequently, tools, IT equipment and materials may only be removed from CHEMPARK if it has been established beyond doubt that they do not constitute the property of a company at CHEMPARK. (Exception: The company within CHEMPARK authorises the removal of its property in writing by issuing its own exit permit.)
  • Proving, for example, that a particular tool is not the property of a company within CHEMPARK is much more complicated after the event than simply declaring the items before entering the site. The process is time-consuming and leads to delays at the exit. If the matter cannot be clarified promptly, undeclared items will remain with plant security until ownership has been established.
  • Sicherheitssiegel sind an der Torstelle erhältlich. Der Werkschutz händigt für jeden im Werkzeuganmeldeschein eingetragenen Gegenstand ein eigenes Siegel aus und trägt die Nummer in die Liste auf dem Schein ein.
  • Der Fremdfirmen-Mitarbeiter bringt die Sicherheitssiegel am entsprechenden Gegenstand an und fährt dann an der Schranke vor.
  • Der Werkschutz kontrolliert die korrekte Anbringung und Zuordnung der Sicherheitssiegel, unterschreibt, stempelt und kopiert den Werkzeuganmeldeschein. Dann händigt er das Original aus.
  • Der unterschriebene und gestempelte Werkzeuganmeldeschein kann dann beim nächsten Mal in Verbindung mit den Siegeln wieder verwendet werden. Eine erneute Anmeldung der gelisteten und mit Siegeln versehenen Werkzeuge ist nicht mehr erforderlich.
  • Security seals are only issued at the gate in accordance with the number of items listed on the tool registration form.
  • The correct affixing and allocation must be checked on site and documented by the plant security team with a signature and stamp.
  • For the entire CHEMPARK, comprising all three sites.
  • Yes. The seals can be removed without leaving any residue, but not without being destroyed or damaged in the process. They cannot, therefore, be reused.

  • Yes. The registration requirement also applies in this case. Ownership must be made clear no later than upon export from CHEMPARK; otherwise, the tool cannot be taken away for the time being.

  • The security seal is a supplement to the tool registration form or special pass. It simplifies and speeds up checks on exit.
  • The security seal alone is not sufficient to prove ownership. It is only valid in conjunction with the tool registration form, stamped and signed by plant security, with which it was issued.
  • Anyone holding a special pass does not need to carry the tool registration form with them. It is stored electronically in the system.
  • No. A delivery note is sufficient for everything that remains at CHEMPARK.

  • Yes. Only the CHEMPARK security seal is accepted as proof of ownership when leaving the site.
  • Tools that are generally approved for use in Ex zones do not lose their suitability simply because a seal has been affixed to them and may be used in such areas.
  • Tools that are not suitable for use in Ex zones must, of course, not be brought into Ex zones, even if they bear a seal.
  • This rule applies only to entry into CHEMPARK and only to staff holding their own external contractor ID card.
  • Staff with a day pass cannot pass through the turnstiles and must therefore remain in their vehicle when passing through the gate.
  • When leaving the site, all occupants may remain in the vehicle.

Access is not permitted at this stage – except for delivery and collection vehicles – but may be granted in justified exceptional cases:

  • if external contractors need to bring heavy or bulky tools or materials for use within the CHEMPARK (tool registration form required!).
  • if external contractors need to remove heavy or bulky tools or equipment from the CHEMPARK, e.g. for repair purposes (a vehicle pass for operational purposes is required!).
  • External contractor staff who hold their own CHEMPARK ID card but do not have entry authorisation for their company vehicle can obtain a vehicle pass from the gatehouse. However, there is no provision for advance booking, so waiting times may occur. The vehicle access permit is printed directly from the ID card system. A reason must be provided.
  • If entry to CHEMPARK is required not just occasionally but more frequently, we therefore recommend applying for a permanent entry permit for a company vehicle.
  • As a general rule, the granting of a vehicle access permit must in all cases be authorised by the client at CHEMPARK.
  • External contractors may apply for a vehicle-specific access permit, which applies to the vehicle with the registered number plate, regardless of the driver.
  • Vehicle-specific entry permits, which apply regardless of the vehicle, are not available to employees of external companies.
  • Outside the working day time slot of 06.00 to 20.00, access cards for employees of external companies are not activated. Access – e.g. via the turnstiles – is therefore not possible.
  • If work needs to be carried out outside this time window, the person responsible for the assignment at CHEMPARK must register this in advance using the relevant form. The access cards will then be activated for a limited period of up to one week from the first date of assignment.
  • If assignments outside the weekday time window are required on a regular basis, an exemption for turnstile access (valid for a maximum of one year) may be applied for. Access can then be granted via a designated turnstile system.
  • If entry by company vehicle is necessary, only the vehicle depot may be used, as all other gates are closed during these times.
  • CHEMPARK access passes for contractors, special passes and vehicle access permits: Applications must be submitted by 2.00 pm at the latest 3 working days before the start of the assignment
  • In urgent cases, immediate issuance of an access pass can also be booked via the Quick Service. This chargeable option can be found on the relevant form: Pass for external contractor staff, special pass
  • Weekend, public holiday and night work: Registration must be made 1 working day before the start of the assignment by 2.00 pm at the latest
  • Turnstile activation/‘annual registration’ (valid for 1 year): Registration must be made no later than 5 working days before the start of the assignment
  • The contract manager is the person within a CHEMPARK facility who is responsible for the contract with an external contractor.
  • The contract manager authorises access to CHEMPARK for employees of external contractors: by signing, they approve the issue of permanent CHEMPARK passes for external contractor staff or confirm the need for a special pass.
  • The contract manager is authorised within their company’s organisation to sign off on and authorise access for external contractors. This is not linked to any specific job title or role.
  • CHEMPARK Partners (CPP) are the companies based at CHEMPARK that have entered into a framework agreement with Currenta for the provision of services. All CPP employees hold permanent CHEMPARK access cards. CPPs are authorised to invite visitors and approve access card applications for employees of external companies.

  • CHEMPARK Service Partners (CSPs) are companies based at CHEMPARK that have signed a CHEMPARK Service Partner Agreement with Currenta. All CSP employees hold permanent CHEMPARK access cards. CSPs are authorised to invite visitors and approve access card applications for employees of external companies.

  • External companies are all those acting on behalf of companies based at CHEMPARK (CHEMPARK partners or service partners, or CPPs/CSPs) which are not themselves CPPs or CSPs. External companies are not permitted to invite visitors to CHEMPARK and may only engage subcontractors with the approval of the commissioning CPP/CSP and, as the registering external company, submit applications on behalf of employees of subcontractors.

  • The registering company (also known as the ‘registering external contractor’) is the company originally commissioned by a CHEMPARK partner or service partner (CPP/CSP) to provide services at CHEMPARK, registered via a registration form, and which registers employees to carry out these services using a form (e.g. for an external contractor ID card).
  • If the employees are not employees of this reporting external contractor but of another external contractor – i.e. a subcontractor or sub-contractor – this other external contractor is referred to as the ‘parent company’ (the company ‘from which the employees originate’).
  • However, a brief safety briefing is held, during which the site security team draws attention to the most important safety and conduct rules, as well as the CHEMPARK traffic regulations.
