To ensure that visitors and service providers lose as little time as possible when accessing CHEMPARK, certain formalities are required for reasons relating to emergency response regulations.

For CHEMPARK staff, this means that thorough and timely preparation helps to speed up procedures at the gate and keep waiting times to a minimum.

Planning

Special situations to bear in mind: Are large-scale operations involving many contractors due to take place? Or are operations at night, at weekends or on public holidays planned? In such cases, please inform the site security team well in advance to ensure sufficient capacity and access authorisations. Quality check: When submitting all the necessary forms, please take great care to ensure they are complete and accurate to avoid queries and delays.

Registration

Record standard assignments: Report every regular day-to-day assignments from external contractors as well as scheduled deliveries and collections in the system in advance. Register visitors: Also register business visitors in advance so that security at the gate has all the necessary documents to hand.

Support

Fast-track entry: Thorough preparation helps to reduce waiting times for service providers and guests. On-site responsibility: Accompany or coordinate the visitor/service provider during their stay and ensure that the legal framework governing incidents on the premises is adhered to.

Completion

End of visit: Once the appointment or job is complete, the visitor must check out at the gate. Ensuring that check-in and check-out procedures are carried out correctly ensures that the data in the security system is accurate and guarantees a smooth workflow for future jobs.

Application for a CHEMPARK Pass for external CPP/CSP staff (m/f/d)
If your contractor needs to remove company property from CHEMPARK (e.g. for repairs), a fully completed and signed pass is required. This also applies to materials that were delivered in advance for work to be carried out by an external contractor but have not been fully used. Scrap metal or cable scraps may not be removed from CHEMPARK without a pass.
  • Please note: Only official CHEMPARK passes with a serial number are valid for removal. This is the only way that plant security can ensure efficient monitoring and effective, documented protection of property across the approximately 70 companies based at CHEMPARK. Other access permits will not be accepted, even if confirmed by telephone.
  • The access pass may only be signed by persons authorised to do so and must be stamped .
  • Please inform your contractor that the access pass must be presented of their own accord before leaving the site.
  • One-day passes may be issued to the same employee for a maximum of 3 days within a year.
  • This applies regardless of whether the 3 days are consecutive or are requested for completely different dates.
  • Once the 3-day limit has been reached, a pass for external contractors must be applied for at the pass office.
  • It is the responsibility of the external contractor, not the person in charge of the assignment, to keep track of the number of assignments.
  • As a rule, the site security team will draw attention to the ‘3 days per year’ rule at check-in. The maximum number of assignment days is also specified in the guidance notes for completing the form.
  • If it is foreseeable that external contractors will be on site more frequently, it is advisable to issue an ID card for external contractor staff from the outset. This can also be issued on a temporary basis for a single, longer-term assignment.
  • Deliveries and collections – as well as visits by external contractors for installation, repairs, commissioning, etc. – are generally possible without prior notification. However, processing at the gate may then take longer, and a person responsible for the order at the CHEMPARK company must be contactable by telephone upon arrival at the gate to authorise entry.
  • Advance notifications speed up processing at the gate, as all relevant data is already recorded in the system and there is no need for telephone authorisation. Furthermore, pre-registered deliveries are given priority, meaning the driver can use the fast lane reserved for pre-registered vehicles. However, if the necessary information – required not least for legal reasons – is missing, no preparations can be made. Incomplete advance registrations will therefore not be processed.
  • We recommend that, when awarding a contract, you instruct the contractor to complete the check-in form and, as the person responsible for the contract at the CHEMPARK company, only sign the form once it has been fully completed. It is then the contractor’s responsibility to obtain the necessary information. If this does not work, simply do not make an advance registration.
  • Provided that all other mandatory details have been provided and the person responsible for the order has signed, the missing personal details of the driver can be entered on arrival at the gate. In this case, there is no need for the person responsible for the order to confirm by telephone at check-in.
  • However: Without all the mandatory details – which also include the driver’s details – the pre-registration cannot be completed by the system. If the driver has to enter details at the gate, processing will take longer than for complete pre-registrations. The priority queue for pre-registered vehicles must therefore not be used. The driver should expect waiting times.
  • As the person responsible for the booking, please only use the incomplete pre-registration described above in exceptional circumstances, if you are unlikely to be available for telephone confirmation. This is because, should any ambiguities require us to contact you for clarification, we will have to turn the driver away.
  • The signature of the person responsible for the order may be handwritten, provided that a corresponding specimen signature is available for cross-checking. It may be provided digitally, provided that a corresponding digital signature with a stored digital certificate (e.g. via Acrobat Sign) has been created.
  • Signatures that have been scanned and inserted as images, or those ‘drawn’ on a computer using graphics functions, or computer-generated fonts that have been typed, will not be accepted.
  • Signatures that were originally provided for a different application are also not accepted, e.g. where the details relating to the external company, the external company’s employee, the assignment/delivery etc. in the original document have been overwritten whilst the signature has been retained.
  • Signatures should generally NOT be stamped, as this impairs the legibility of the signature – and, in the case of large stamps, also the details in adjacent fields – and may prevent the application from being validated. In the worst-case scenario, the application cannot be processed and must be resubmitted.
  • For legal reasons, advance notifications for deliveries/collections or short-term assignments must not be issued across the board as ‘blank’ forms bearing a valid signature. The legislation on major accidents – see SFK-GS38 on the Major Accidents Ordinance – explicitly requires that the right of access be verifiable. For day passes, this can only be verified if each entry is actually applied for individually. The risk of fraud or misuse cannot be controlled in the case of a pre-signed blank form. If frequent visits to CHEMPARK or assignments are required, a pass for external company staff and, where applicable, an entry permit can be applied for.
  • Application forms are official documents and must therefore be submitted in a format that accurately reproduces the original. A high-quality scan ensures this. Photographs always contain distortions or blurring, are more difficult to verify automatically and are more susceptible to tampering. We therefore do not accept photographs, poor-quality copies or similar items – even if they have subsequently been scanned.
  • In the event of time-critical operational emergencies – such as when a service technician is required on site at a facility as quickly as possible – site managers can contact the security control centre directly.
  • Time-critical operational emergencies are situations which are not safety-related but which pose a risk of financial loss.
  • When the service engineer arrives, the site security team will ensure that the matter is dealt with immediately and that the engineer is granted prompt access.
  • Should the technician not be carrying any form of identification, their access will nevertheless be guaranteed by a security escort, subject to a fee.
  • Day passes obtained at check-in without prior registration: no lead time, but processing at the gate involves waiting times, as pre-registered applications are always given priority
  • Day passes obtained at check-in with prior registration: registration must be made 1 working day before the start of the assignment by 2 pm at the latest
  • Weekend, public holiday and night work: registration must be made 1 working day before the start of the assignment by 2.00 pm at the latest
  • CHEMPARK passes for employees of external companies or employees of CHEMPARK companies, special passes and entry permits: registration must be made no later than 3 working days before the start of the assignment by 2.00 pm
  • Turnstile activation/‘annual registration’ (valid for 1 year): registration must be made no later than 5 working days before the start of the assignment
  • Work at weekends, on public holidays and at night must always be notified in advance using the relevant form – this also applies to employees of external companies who hold their own CHEMPARK access pass. Each notification is valid for a maximum of one week.
  • If work outside normal working hours is required on a regular basis, an exemption for turnstile access (valid for a maximum of one year) may be applied for. However, this is only possible for external contractors who hold their own CHEMPARK access card.
  • Only the service stations are open after 8.00 pm and before 6.00 am.
  • However, employees of external companies who hold a CHEMPARK pass may apply for a turnstile authorisation for a specific access point, valid for one year, to carry out regular work outside the working day’s time slot of 6.00 am to 8.00 pm.
  • If the end of the operation is delayed beyond 8.00 pm, the person in charge of the operation must inform the SiZe or the shift supervisor.
  • The operation must then be reported retrospectively as soon as possible using the form for reporting weekend, public holiday and night-time operations.
  • Yes. The registration also applies to buildings outside the factory perimeter fence that are situated on the CHEMPARK site (e.g. the buildings in the K-Block in Leverkusen).
  • A signature is only required for pre-registrations. If it is missing, the pre-registration will not be processed and no day pass will be issued. Check-in is still possible, but will then be treated as a walk-in check-in without pre-registration, and this may result in longer waiting times, as successfully pre-registered check-ins are always processed first.
  • Important: If there is no signature, the person responsible for the booking must verify access by telephone upon arrival at the gate. However, if the person responsible for the booking cannot be reached, access to CHEMPARK will not be granted.
  • The person responsible for the contract at the client company within CHEMPARK must approve the application.
  • The person responsible at the reporting external company – that is, the external company intending to deploy the employee – must approve the application.
  • The reporting external company must be registered (form ‘Registration Form for Reporting External Companies’).
  • If the employee belongs to a subcontractor (parent company), their details must also be included in the application.
  • Only the person responsible for the order at the commissioning CHEMPARK partner or CHEMPARK service partner is authorised to sign.
  • Authorisation to sign is governed by the internal procedures of the CHEMPARK company. By signing, the employee of the CHEMPARK company automatically confirms that they are authorised to sign (confirmation of the ‘accuracy of the information provided’).
  • However, plant security can and must check whether the employee who has signed as the person responsible for the order holds a valid and active CHEMPARK ID card.
  • In principle, the person in charge of the contract assumes responsibility for all their service providers, including staff of subcontractors.
  • It is the responsibility of the relevant order manager or purchaser to inform their suppliers. At www.chempark.de, you will find detailed information, process diagrams, animations, as well as forms and guidance on how to complete them – the latter, incidentally, in up to 20 foreign languages.
  • No. That is a matter for the person responsible for the contract. Confidentiality arrangements must be agreed between the client and the contractor.
  • Notifying us in good time of major works involving staff from external companies helps to avoid excessive delays in gaining access to CHEMPARK. Reason: The gatehouses and ID offices are normally staffed to handle an average workload. If there is a sudden surge in the number of check-ins and ID applications for external contractors, processing capacity may prove insufficient. This can lead to significant delays or even refusals of entry at times.
  • Large-scale operations should therefore always be reported to Plant Security as early as possible – even months in advance. We can then work with you to plan when and at which access points capacity needs to be increased, and actively contact the external contractors involved to allocate time slots for ID applications and pre-registrations.
  • The more pre-registrations there are, the quicker check-in at the gate will be and the fewer telephone confirmations from the person in charge will be required on arrival. Conversely, the more walk-in check-ins there are, the longer the delays at the entrance will be.
  • Even if not every single worker is pre-registered, it is important to know well in advance when and where a higher volume of check-ins is to be expected. This is the only way we can make additional capacity available to handle the volume and prevent major delays as far as possible.
